How do pads fit in pants for football? - football practice pants

The tight pants pads seem to respond more pills and I need my knee anymore, I'm wearing a belt. I think I can walk on top of knee pads on, over or below the hip pads, which I in the 8th Class and am on the right to practice. Please help!
